Armed with his trusty video camera, Jimmy Justice scans the streets of New York City looking for law breakers.  Not just any law breakers, mind you.  He catches members of the New York Police Department breaking the law.   Specifically,  New York City Traffic Enforcement Agents breaking the same laws that they ticket others for- blocking fire hydrants, bus stops, etc.

Here he captures a Traffic Enforcement Agent who has blocked a fire hydrant- one that is immediately needed by the New York City Firefighters to fight a fire that is right next door.   They can’t get to it because she has blocked it to go get lunch.
